It means to be hopelessly in love. In Colombian Spanish, to be "tragado" (swallowed) is an idiom to mean one is in love. The expression is wordplay, using the other meaning of the word "tragado". If you have to walk a lot and your shoes are too big (hence, a mailman) your shoes will literally swallow your socks. Therefore, if you are hopelessly in love, you will be even more swallowed than that.
