    The operating system manages the computer's hardware. Application software runs atop the operating system to perform a specific task for the user, ie. play a game. Application software interacts with the hardware through the operating system.

    Well, in political terms (which seem fashionable these days), you could consider the "Operating System" to be analogous to the US Constitution, which sets up the fundamentals of what laws are allowed and how they should interact with each other. And "Congress", "The Presidency" and other government agencies functions are "applications" that have to function in concert with the Constitution. There are, of course, occasional conflicts that must be resolved ... I guess we could consider the Supreme Court to be the HelpDesk of last resort.
