I think, and I can't be sure because I don't know you two, but it might be because you haven't seen each other in a long time. She knows and remembers that she loves you, but maybe she doesn't feel the passion. She might be telling you that she loves you because she knows she does, but not kissing you because she doesn't feel the urge. Does that make any sense? Not really, oh well hmm. I know that hurts, to be rejected. If your relationship is strong enough, I suggest talking to her about it. Also, when she's in a good mood, kiss her. Once she knows that you are willing to risk her rejection, she might feel better about kissing you.
