Hi all, I just figured out what was wrong with my car. For all of those who are experiencing a simular situation, here is what I found. It appears that GM may have had a flaw with a ground wire for the harness that connects to the rear lamps and fuel pump. The ground connector is actually located on the passenger's side front under the carpet between the seat and sill plate. It appears it was never completely tightened from day 1! It is a bolt about an inch long and only a 1/4 of it was screwed in causing poor ground. Clean the connection and tighten the bolt up and all should be good.
