What kind of a legal system allows white collar criminals to steal from people who can't afford the same level of legal representation?

There's no question this is a source of much injustice (or as some poor minorities say "Yeah, I got justice -- Just Us -- we're the only ones who get locked up...")

Under the Biblical theocracy (Exodus 22:9), in any property dispute the loser paid twice the amount in dispute. This kept people from filing frivolous lawsuits, or committing torts. A similar law--at the minimum, that the loser pays both lawyers--could be enacted into laws of the United States.

Because the victims of crime do not need to pay for legal representation. The state prosecutes the accused. And the state always (well, perhaps other than California) has more money than the criminal.
