in case of a life or death emergency and parents cannot be reached, medical staff HAS to treat you. It's called "implied consent". In a non emergency, they will attempt to reach a family member for oral permission which will then be verified and put in the medical chart but they CANNOT refuse treatment. same applies for no proof of insurance. She MUST be stabilized. ONce stabilized, they can require her parents to provide proof of payment or transfer her another hospital but only if she's out of danger.
