The most important components for gaming are the video card, memory, and processor. Skimping on the hard drive means that you may only be able to have one game installed at a time, though. It may be very difficult to find a used machine that will run the games coming out today. The source of those computers would only come from gamers that have upgraded to a new system. That's a pretty small pool of potential machines. You may have to buy the best system you can find and slowly upgrade the components as you get the money. If you go this route, get all the specifications for the motherboard before you decide to buy. It will determine what you can upgrade to. For example, if the game needs a video card that requires PCI Express (supports SLI) but the motherboard only supports AGP, you may need to pass on that computer.
