Had the Japanese not attacked Pearl Harbor, what would have prompted the US to enter World War II?

Germany blockading US sea trade or fomenting anti-US activity in central/south America. In the Pacific, it wasn't just Pearl Harbor, it was the Philippines and other island bases - absent those attacks, the US wasn't going to get involved in China, but MAYBE if Japan had attacked Australia. Possibly if the US had woken up to see itself being encircled by hostile powers around the world, it would have begun rearming in earnest in another 1-3 years, and eventually something would have sparked a war.

The British would be at the Mercy of the United States to Join the war, but see the Royal family had a airplane at the Palace to evacuate to Canada as were the priminister and his cabinet, The only other way would been the on going attacks from german Uboats on US merchant fleet.
