As a recruiter I prefer to receive resumes via email. They are easier to cut and paste into a document and forward to others. Sometimes pieces of paper can get lost on someone's desk, so email is easier to keep track of.

Send it by email. Companies don't like to be bogged down by extra paper work. If you get no response over a reasonable period of time, then resubmit it and if no response, then fax it, then resort to mailing finally if you get no response.
