They have tried, but they have never succeded. lets face it, being on a body of water, especially a lake or river, is not the ideal location to hide. you can only go so far, each direction, and run into more land. Waterways are so open, a boat can easily be spotted from other boats or from the air. You may have observed a water chase in a movie, involving boats. just remember, it was made in hollywood for one reason, to sell tickets. in reality, making a getaway is more successful on a bus, rather than on water.

Actually, I know of one case where it did work. Danny Wallace attempted to take over the Isle of Wight and make it his country. He hired a boat and spread the message that he was their king and that he hopes that they have a nice day. The police were called, and ordered him to pull over. Basically, he said no. The police only had cars, so he won and got away quite easily! An example of him taking over:
