I heard about this Cooking myth about if you turn up the heat while the pan/pot is hot, it cooks faster. Is this true or...?

You're reading I inherited a cooking pan. It is the size of a large skillet, with a handle, but has a raised tube in the middle. The tube has small holes in it. What is this pan?
