No, "you are looking good" is kind of a backhanded compliment. Are you saying I don't always look good.

Depends on who you are saying it to and how well they know you. First of all, someone who truely is good looking and well known to be vain.... they have no business EVER saying that! But if you are talking to a good friend who knows you and knows how to properly take it, then sure, I dont think it's that bad. All I've got to say is... CONSIDER YOUR AUDIENCE! You never know who's listening!
