This suggests that if we weren't using quartz oscillation to regulate chip pulses, then we would find another material. As the quartz crystal hasn't been replaced with anything better we have to assume that this is the best (and/or) cheapest material on earth to use. If we then assume that: 1. Another material isn't available. 2. Another material might be available but be more expensive or less efficient. Then the answer is that PC technology might at best been delayed, too expensive, slow to develop or in the worst case, never produced.
