"Swearing" has a religious connotation. When you swear, you are promising to God you won't lie and putting yourself at risk of damnation if you do. "Affirming" is a promise to tell the truth without such religious connotation. It is used for people who are non-religious, or for religious people, like Quakers, who believe it is immoral to swear to God.
