Can you get a ticket for running a red light, if you proceed through a toll lane and it does not catch your tolltag, and the light stays red?

You could, but what would usually happen is that they will take the photo from the toll plaza and get your license plate number from it. When they enter it into the system to generate a ticket, it checks to see if you are a tolltag user. If you are and there are funds in your tolltag account, the system assumes the plaza didn't pick up your tag and charges the toll to your account. If no funds are there, you get a bill for the price of the toll plus a couple of dollars in processing fees.
