good question and one I do not know the answer to since it seems bullies are bullies because they do not comprehend reason or logic and do not have the brains to do anything but brutalize the weak and get what they want through force. overcompensating for their lack of brains with brawn makes for a person nearly impossible to persuade

If there are any bystanders, they could unite against the bully(or bullies) and tell the offender to cut the crap. The bystanders have more power than they think - they should not be or feel helpless.
