People DR for congrats questions because they're A**holes.

Certain people are opposed to this type of question because they feel it is a nonsense question and feel they need to punish everyone for taking part in the question. That's what I'm lead to believe is the motivation behind their actions. And yes all the other answers before this are correct too.

Down rating is a device for some users to express their displeasure with an entire category of questions. They hate the congratulations category, and down rate all the answers, as a protest. Of course, there are also the downraters who do it to disrupt the site, and because they get some kind of perverse pleasure out of it. The whole thing is silly, because the DR can only be seen by the one user, and only stays on the question for a few minutes until it gets up rated again, and no one ever sees it again. Go figure?

Some people are just haters. Some people don't get what downrating means. What really steams me is the downrating is not holding the downrater accountable. You downrate, you say who you are. That should be automatic. +5
