I would probably go with Micah Owings of Arizona. He hit 4 homers last year as a rookie and an average over .300

Mike Hampton (assuming you still consider him "in" the NL since he's being paid $100 million and has pitched 4 or 5 games in the last 3 years)

It probably is Micah Owings, although whether he is actually much of a National League pitcher might affect his eligibility for this accolade!!! After him, it would have to be Carlos Zambrano... he hits better than some position players around!
