  • I have personal experience with utility companies that tells me that the response is unique to the utility company, and they can pretty much do what they want because most local and state regulations give them a broad path. In New Orleans, I watched Sewerage and Water Board payment window clerks void bills because the customers came up complaining that they didn't want to pay that much. In some cases, they said they didn't want to pay it at all, and the clerks voided the bills in every case. That didn't happen in Texas with TXU and my electricity, which they would shut off without reason and charge me reconnect fees. I eventually got a 5500 W generator for emergencies when they visited me with their unexpected disconnects. So, to answer your question, they might do anything they want to a homeowner or anyone else. They're obviously not in the business to make friends.
