This verse is truly about Christ. I can not say for certain how the Jews interpret this passage because I am not one, but I what I have learned is that this is one of the texts that they use to deny Christ. It says that the government will rest on his shoulders, and when Christ was here the last time He came to die not to rule. The Jews are still waiting for a messiah who will rule, so they missed Him the first time around. He will someday return as a King, and this is what the passage is refering to.
