President Hoover's actions at the beginning of the Great Depression. He is often characterized as uncaring and letting the country slide into the Depression by his inaction. Hoover understood that the market needs a chance to straighten itself out - as it has in subsequents recessions - without the government making things worse. Which, in fact, is precisely what the Congress did with the Smoot-Hawley Tariff. That protectionism resulted in European countries doing the same which stifled much needed trade in the market place. This tax on imported goods, along with a tax hike in 1932, were the major causes of turning a "recession" into The Depression. Eventually, when Hoover saw that the constrained market would not rebound, he began government efforts to help the country.
