Yes there is a difference to me concerning intent as well as method.

You can be tied up (say to a St Andrews cross or any other contraption) or tied down to a bed. You can be both if you're hogtied.

When I answered the original question on that subject, I assumed that tie up meant being tied and tie down meant tying another. Hope I didn't get it bass-ackwards :-D
