Any question or answer that you feel is not useful or productive should be downrated, some of those might fall in that category. The worst cases should be flagged as offensive. It's a judgment call.

You can downrate any question or answer you believe is not helpful. It's a bit of a waste of time though, because the points aren't subtracted from the person's overall points total, just the points for that particular answer. The only real effect it has is to lower the percentage of their questions/answers that have received positive feedback. More important perhaps, it will lower the percentage of positive ratings that you have given. At the moment your record is that you have awarded 95% positive ratings. If you were to dole out a lot of negatives that figure would drop and, if it dropped to, say, 70% some other users might think that to be evidence of troll-like behaviour.
