They're not exactly Roman in style. but you're not far off at all in your observation. Most of the architecture found in Washington D.C. is in the Neoclassical style, specifically American Neoclassicism, and later Beaux Arts style. This architectural style is largely based on the notion that buildings should return to basic and pure forms found in Roman and Greek architecture, so many of the elements: Columns, elements in the facade, plan dispositions, etc. follow these precepts.
