No if they continue to offend then courts should look at ways of stopping them from doing this why put them in prison if they dont get help and come out and steal again, make them do unpaif work and or seek help to find out why they offend and take steps to stop them, obviously if after being offered help and support they still offend prison is only alternative or maybe home detention etc. Prison costs the taxpayer up to £30k per prisoner per year there are over 83k people in prison you do the maths its a waste.
