When I try burning (with Nero) anything more than 4.5GB on 4.7GB Blank DVD it ejects, asking to put a disc with enough space? Why can't I burn anything past 4.5GB on a 4.7GB DVD?

Choose File->Preferences, select the Expert Features tab, and check "Enable DVD overburning". Then set the size to what you need (4.7GB=4812.8MB). No guarantees it'll work though, as that depends on your DVD burner and the DVDs themselves. And even if you can overburn, you may not be able to overburn that much.
