I think it's a mix of both. You have to understand biological processes currently occurring before you can apply them to things that happened in the past. Also, Evolution can be observed. There have been experiments with E. Coli bacteria where they froze certain colonies and then compared them to younger colonies and found evidence of evolution and mutation.
