That seems a bit strange to me. Living in Europe, I'm sure I would have heard about that. What I heard, a few months ago, is that people in the UK can no longer smoke while they're driving and can be fined if caught. I don't know if this law passed or if it is just a proposal. British ABers, can you enlighten us? I'm curious!

It has been proposed but they would be insane to try and enact it. EU law would make it tricky as it could be seen as restriction of movement and of the right to a private life. Just another aspect of the UK's rabid anti-smoking paranoia at the moment. When they start going after the drinkers then you will hear uproar.

Even California, who seems to lead the way in anti-smoking tactics, hasn't gone to this level. I don't think it would work very well, currently they can't stop under-aged kids from buying cigarettes, how would they stop adults.

Either you misheard this news item or your news source was misinformed. A health advisory body has suggested that requiring smokers to have a licence may help to reduce the number of smokers. This is not government policy - well, not yet anyway. http://tinyurl.com/34bokt

This is nothing more than an idea that an MP put forward recently... quite how much serious discussion it is being given in the corridors of government, who knows, but it is certainly a long way from being passed as legislation... it is just a vague notion floating around the air, that some people are in favour of and some people think is another example of the "Nanny State". I don't think it would be that bad an idea, although I do rather think that it might be better to just criminalise smoking all in one swift go, unpopular as it might be, rather than slowly criminalising it by small, successive measures like this one and the recent ban on smoking in public places like pubs and restaurants (which IS on the lawbooks as of last summer).
