If you are deaf but haven't always been, do you dream sound?
On the other hand, if you have always been deaf, do you dream of people talking in sign language or lip reading or is conversation just understood in dreams?

If you weren't always deaf, you could very well have sound in your dreams, but if you only know lip reading and hand signs, that is probably what you would dream, for that is what you are used to, and no, I am not deaf, though I might need a hearing aid later on with my next door neighbor's speakers as loud as they are.
