A walkie-talkies send signals directly to each other. While a cellular-phones send signals to the nearest cellular of base stations(radio transmitters), which are then sent to the cellular-phone's wireless service provider, if the intended recipient has the same wireless service provider, or if it's intend for a recipient that has a different wireless service provider or a normal phone, it's sent to the public telephone network.
