Promoting a forum can be a bit difficult but with a bit of know how it isn't too hard. A lot of new forums tend to start competitions and contents offering prizes like free domains and cash. That's probably the easiest way i can think of, although i guess you'd need some money for that. Posting a link to your forum in your signature on other forums is also a neat way

Yeah have you tried submitting to free blog directories, thats the first great start, just getting it pinged out there. Like goat ping it or even some blue hat tools. After that your signature is great, i mean or even just go to other peoples forum leave your blog as the website with your name. The more you comment on others, the more people will come to your blog and comment. If you need a list of blog directories hit me up.
