Can women not go on a mission at a certain age?

    age 21 if single.
    if married, after the couple retires
    If you are LDS and are considering this, check with your Bishop.

      There is no age restriction at all on not going on a mission.  Anyone, at any time, can not go on a mission.  For example, I am, at this very moment, not going on a mission.  You don't even need to be human to not go on a mission; my cat and my dove are both, at this very moment, not going on a mission.
