Possibly! Also the rain can be controlled to a certain extent already. It was the Russians who discovered it and used it, for their yearly Red parade in Moscow. I don't know what the chemical/s were, but they would fly over any rain clouds and spray it, which caused it not to rain.

I think that we'll attempt it in the same way that we mess with genetically engineered foods and cloning animals. However, there is a very real danger that we'll mess things up. We could melt the arctic, cause flooding, etc. My thinking is that mother nature knows best.

Probably yes. However I'm with Al Gore on this one. In 100 years, our atmosphere will be so damaged that we will be unable to do a lot of things. I believe we will de-evolve for a while before we start to progress again.
