A democracy's government runs through reprentatives elected by the people. A dictatorship runs through a person who has been appointed leader, or seixed control. They were not voted into the position. Thus it could be said that a democracy is more likely to follow the will of the people, and a dictatorship to follow the will of the dictator.

The only thing necessary for a democracy to become a dictatorship is for the people to grow apathetic.
