Greece was a waring culture that focused more on a type of democracy. Rome built their empire on a republic with a single seat over the senate. A great deal of their knowledge and history was gained from the Greeks, so they knew what mistakes they had made centuries before that. Northern Italy was far sparser populated than greece and was of primarily farmers with no knowledge of war. The legionare was not a great improvement over the hoplite, but they marched under a single standard. The taxes were more distributed and Rome took up soldiers and slaves on the lands that they conquered. One of the greatest advantanges of Rome was their continuous communications routes. It was said that a message could be carried one hundred miles a day, a great feat even for the Pony express 1500 years later.
