You can suggest a change in rules by contacting the Board of Education in the US. You wouldn't be successful if you're alone though. That's why people to strikes to have the BOE do what they want. Majority rules.

Part of the job of a school board is to represent the community where the school is located. If board members are elected, remove or retain members with your vote if they don't represent your wishes. The more people who agree with you within your district will definitely help.

As a student you would need to bring the issue to Student Council and then get a petition presented to the principal (5th grade boys at my son's school recently did this when football was banned and after meeting with the pricipal and agreeing on rules football was reinstated.) As a parent, talk directly to the principal. If you feel you cannot do this, bring the matter to the attention of the PTO or SIT at your school and talk to other parents to see how much support you would have in challenging the rule. Again, you may need to get a petition together that you can take to the principal - the more people you have who agree with you, the more likely you are to get the Principal to reconsider the rule. At school board level, it's pretty much the same procedure.
