When I closed the payroll tax year, the year to date buckets for voluntary employee deductions did not reset to zero, how do I clear these buckets?

were these employees actually paid? or were they volunteer employees?

These were paid employees, voluntary deductions ie. advances, child support garnishments, medical contributions, etc
