Usually, a police report is written by the officer in charge on the scene, or the patrol leader who predominantly handled the incident (because he or she should have the most information). A police report is supposed to be a first hand account of what happened on the scene. If a police officer if copying what another officer describes as a witnessed account, he should note that the account is what was relayed by that officer. If the officer copies a report and then says it is what he witnessed, when he in fact did not witness it, that is illegal.
