Yes, breath control, breath pressure can be part of it. Remember to make your vibrato sound right, to hit the intended note and bend down (flat) and back to the note, and so on. Not the intended note and bend up (sharp). Also, take a full breath, hit the note evenly for a couple seconds then try adding some vibrato for 2 seconds, and go back to the straight note for 2 seconds. Another exercise would be to press a piano note (whatever key you like), sing with it, press a half-step downwared, sing with that and back up, speeding up the process until you get used to doing it about as fast as you can. This is a rigid somewhat mechanical way of getting there, but will teach you what it feels like, and what it is to add vibrato and take it away, which are important.
