  • is it affecting the performance of the engine?check the gasket,and fittings.the only one i've ever had(on a 97 kw w/ 60 series detroit)ran low also but it never gave me any trouble.
  • does it loose prime? if not and it is running fine, i'd say it is probably fine. when you drain the lower part of the filter housing, it drains out all of the moisture, dirt etc., from your fuel filter housing. that is part of what causes your fuel level to go up in the clear bowl part of the housing. when you drain this and it is cleaned out it will cause your fuel level to be lower in the clear housing, which is not a problem. if it is loosing prime and effecting performance, i'd ensure that the sealing rings around the housing are seated correctly and ensure the rubber seal on the bottom of the filter is seated correctly also. using motor oil to lube these o-rings and seals before installation helps prevent any of that. hope this helps
