  • A state flag is a way for the state to keep its independence from the rest of the nation. FYI; Manitoba's flag is a buffalo...so perhaps the state flag also subconsciously resembles the economy status within the nation.
  • My guess would be that the state flag belongs to the Government and its official components. So the state flag can fly only on government buildings, naval ships etc. The national flag can be used by any member of the nation, so can be flown in people's front gardens, on private yachts etc.
