I think that really depends on the outcome of the perjury indictment that is pending. As things stand then he is surrounded by controversy and speculation, but really it is only allegations of wrong-doing and nothing concrete, and I'm not sure you could keep the all-time home run champion out of the Hall of Fame based solely on conjectures. The Hall itself would be a poorer place without the home run leader in it. However if he is proven to have used steroids and/or lied to a Grand Jury, then he will have to join Pete Rose's club of black-listed great players, eating dinner for two served by Shoeless Joe Jackson. It really all depends on legal issues still to be resolved for me.

Yes. His stats before the alleged steroid use would get him in.
