Older cars can run 10% ethanol with no problem. Source GM Service manual 2000 Chevy Impala. You may even be running that now depending where you live. Fuel with more than 10% ethanol content must be labled as such. I the future it will probably be just like the leaded/unleaded days. The vehicles labled E85 can run up to 85%.

The US gov't would be the most likely body, but they are already beyond broke so don't hold your breath. I would love to see oil companies mandated to pay for it, but then again they would just pass on those costs in higher gas prices. My view is people should buy newer cars period. If we got 5% of the old (pre-90) cars off the road we would save a huge amount of emissions just because newer cars are more efficient. For those that can't afford it, cleaner fuel is one of the few options available to improve emissions. I personally doubt they will stop selling normal gas for years to come. I wouldn't worry.
