I have no idea and don't usually find myself in trouble with the police, but this is a very good question. Would love to hear from some law enforcement guys. And women. And men not guys.

Probably if the suspect attempts to run away, or resisting arrest and they try to take him down in a non lethal way. Like Burning your eyes out with pepper spray.

they don't they shoot first then ask ...this is why stun guns need to be taken of cops ....far to many reports of cops using them against unarmed people they(the cops) are really running amok with these lethal weapons and they are lethal make no bones about it

I'm speaking as someone with some law enforcement training and who regularly works with law enforcement officals (no, I'm not a rent-a-cop, I have a Masters Degree from Berkeley). Generaly the level of police abuse of authority or unreasonable use of force is quite low. Street cops are trained to avoid confrontation-but make no mistake, you'll seldom beat them on the street. Running, disrespect or perceived threatening actions can create a problem. Remember things are happening fast. For the guy who deals with it every day it could be a life or death decision, for him/her/partner and civilians. Language is also a problem-but how many multi-lingual folks would take that job for what we pay them? Hell, there're only 90 people in the U.S. State Department that speak Arabic! The old newspaper (remember them?) adage of "If it bleeds, it's leads" holds true. One U-Tube video and a lot of hot air ("running amok") doesn't justify a statisticaly unjustified condemnation.

You are correct that 'dialog' is not taught in police academies. For 'dialog' you go to the University. For protection enforcement, you go to police academy. They are taught to protect the citizens and themselves first, and then consider the welfare of the suspect. If you want sweetness and light, go to the ice cream parlor, and be glad there is a policeman on patrol outside so you can sit safely and enjoy yourself. Do they make mistakes? Of course, don't we all. How many criminals have been mistaken for nice, young people? A lot, I can assure you. what exactly does a criminal look like, anyway? Can you spot one, walking down the road? They don't all have signs hanging around their neck, like you see in the booking photos.

Asking questions is not the order of the day. If a person is under arrest and resists, orders are given, not questions. Every effort is made to subdue a person under arrest, without using force of any kind. communication is the key, but communication sometimes is of no help, especially to people intoxicated because of drugs or alcohol. You will never understand this, unless you have been in the situation and experienced it yourself.
