Why do people ask if it's raining outside? Have you ever known it to rain inside?

    I've known it to rain inside. When you have a hole in your roof, then you can definitively say that it's raining inside!

    Furthermore, the reason for asking is because it could be raining in another country, or other part of the city; hence, why someone would ask, "Is it raining outside?"

    Because some people may be outside and some in, its better to be specific. And yes, I have known it to rain inside - the roof of the office building occasionally leaks and need repairs.

    There have been cases where precipitate formed on the inner surfaces if large buildings, coming down as rain (well, sort of. If you count drops falling off the corners of surfaces a couple of hundred feet above you as rain. To me a drop is a drop from that height). The most notable example I can think of is the massive hangars built in the 1930s at NAS Tillamook, OR to house US Navy blimps.

    You can reign in a castle. Or rein in a stable. Or figuratively, rain on someone's parade. It can rain in your heart. But in the spirit of the question, yes, it is a phrase with a redundancy that we use often without thinking about it. Just another silly colloquialism

    Well, if you're a space alien living on board a starship with a central biosphere to regenerate air, water, and consumables (oops, I wasn't supposed to tell you humans that), then it might make sense to ask if it's raining inside. But if you live on the surface of a planet, then it tends to rain only outside.
