It is quite possible it was real, though not from the bear shown...
The horse's head used in the original "Godfather" was real (and "fresh"), though not from the horse previously shown.
Unfortunately, unlike that for "Godfather", this DVD does not have a commentary track that answers those kinds of questions.
They HAD to use a real bear head, otherwise it would detract from all the realism ; )
I seriously doubt they actually killed it. I don't think they can legally do that.
It should say on the credits somewhere something like, "No animals were harmed during the making of this film."

Yes they did. The bear was going to die due to a terminal disease anyway, so they got a permit to decapitate the bear's head.
