In 1972, I was ticketed in a parked car for obstructed vision for having graduation tassels on my rear view mirror. But at work I must use a hang tag to show my parking decal. Is this obstructed vision?

Hang tags are legal in NY when the vehicle is parked. You aren't driving when you're parked so it isn't obstructing your driving.

The officer apparently observed you driving your vehicle, at some other date and time and located your vehicle, to issue the citation, at a different time. this is not illegal. anything can be considered a view obstruction, if it interferes with safe driving. you cannot drive a vehicle, with a hang tag, in any of the states. a handicap placard is an example. while the vehicle is parked, the hanging of a handicap placard on the mirror, is required by law. once the vehicle is in motion, the placard must be removed. it then creates a view obstruction and a citation can be issued. note: this applies only to current law, not 1972.

The tassle incident was on public property. Your hanging tag at work is on private property. Big difference.
