On the first police visit, i am sure the officers gave your dad a warning. if so, then the citation was appropriate and just. I have a problem understanding why the owners of the dogs were not located and talked to. did this happen? if not, then you are going to have to chain your trash cans to a fixed object, so they cannot be turned over. Stray dogs will do this and sometimes its not the trash can owners, fault. There may be other options for you and your dad, concerning the turned over trash cans. I would chain-down the trash cans and take a photograph of the cans. take the photo to court and show the judge that you at least making an effort to control the situation. Judges are understandable people, as long as you are making a "good faith" effort. Let me know how it ends.

I would set up a camera and film the dogs. You need to realize that an officers job is to cite you in these cases, but just because you got cited does not mean you violated the law. The officer was responding to what he perceived as a willful code violation.
