I am no expert but I think this is very relative . The exact situation and the desired long term result are the factors which determine in which way to look at the situation . Usually a method where you think from micro to macro is employed . In each step you broaden your area of consideration until you finally reach at a singular picture . Now again this is just my view and the answer is quite vague ... but I hope it helps you . Peace
