The translated song has *two* copyrights, because it is a "derivative work". One belonging to the original author, and one to the translator. You cannot publish it unless you have permission (paid for or otherwise) of *both* copyright owners. This you, as the original author, cannot just claim the translation as yours. But the translator cannot pinch your work off you either.
